June 2, 2008 Meeting in Lake Tahoe regarding Vacation Rental Homes

A meeting is being held in lake Tahoe regarding vacation rental homes

An update on South Lake Tahoe's vacation-rental ordinance will be presented to the City Council on Tuesday.

The presentation was requested in April by City Councilman Bill Crawford, who said problems with the rental homes include properties becoming run-down, loud partying by renters, and animals getting into trash that is left out improperly.

Crawford questioned whether the city's revenue from vacation rentals covers expenses arising from the rentals, such as police and fire department responses.

Other council members have said the city's vacation-rental rules might need some fine-tuning, or enforcement of existing rules might need to be enhanced.

The city had 1,318 homes operating as vacation rentals as of May 1, up from 1,183 in September 2003, according to a written report from city staff. The vacation rentals bring in about $1.4 million per year in transient occupancy tax (TOT), and about $70,000 to $90,000 in permit fees.

For fiscal year 2006-07, the city received 22 complaints related to vacation rentals; 14 of those were regarding noise, and the others involved trash and parking issues.

That total number of complaints was down from 49 received in 2003-04, when noise also was the main concern but overcrowding accounted for about a quarter of the complaints.

Issues that might be discussed Tuesday include whether the number of vacation rentals in the city, or in a particular neighborhood, can be limited; and whether the vacation-rental rules should include a provision regarding animal-proof trash containers.

The meeting starts at 9 a.m. in Council Chambers at the Lake Tahoe Airport, 1901 Airport Road. The full agenda and additional information can be found on the city's Web site, www.cityofslt.com.
